Kucinich explained how a proposed Bill, now pending before the U.S. Congress, will via its benchmarks provide for the privatization of Iraqi oil.

It requires the regime in Iraq to pass a law called, "The Hydrocarbon Act." If they refuse to do so over a billion dollars in reconstruction funds will be blocked by the Bush-Cheney administration, he claimed.This measure, which Rep. Kucinich characterized as "blackmail," permits multinational oil corporations, based in the U.S. to exercise control over the Iraqi oil.
The Democratic leadership in the Congress is giving its explicit support to this legislative device. Unless the scheme is stopped, Rep. Kucinich predicted, we will be looking at an Iraqi War "going on forever!"

IT TOOK five years, the deaths of 4,100 US soldiers, and the wounding of 30,000 more to make Iraq safe for Exxon. It is the inescapable open question since the reasons given by President Bush for the invasion and occupation did not exist, neither the weapons of mass destruction nor Saddam Hussein's ties to Al Qaeda and the Sept. 11 terrorist attacks.The New York Times reported last week that several Western oil companies, including ExxonMobil, Shell, Total, BP, and Chevron, are about to sign no-bid contracts with the Iraqi government. Western oil had a significant stake in Iraqi oil for much of the last century until the government nationalized the industry in 1972.
The Associated Press quoted Oppenheimer & Co. analyst Fadel Gheit as saying he believed the contracts were a first step toward production-sharing agreements. "These companies are in it for the money, not to make friends," Gheit said.This of course blows a hole in another ancient Bush fallacy, the one in which former Defense secretary Donald Rumsfeld said "the oil wells belong to the Iraqi people" and former secretary of State Colin Powell seconded him by saying Iraqi oil "will be held in trust for the Iraqi people." Former Deputy Defense secretary Paul Wolfowitz once claimed there was so much oil in Iraq that "When it comes to reconstruction, before we turn to the American taxpayer, we will turn first to the resources of the Iraqi government."No, all that is really happening is that while the American taxpayer is being turned inside out by the war, and while families bury the brave, the corporate colonialists get all the resources.

The controversial North Carolina-based private security firm Blackwater, whose guards shot and killed 17 Iraqis in one incident last year, has crossed the billion-dollar mark in government contracts, charging, according to the Raleigh News and Observer, $1,221 a day for security guards who are actually paid $500 a day.This is despite repeated charges of waste, overcharging and recklessness, and a degree of patriotism that verges on betrayal. As many veterans were being treated amid appalling conditions at Walter Reed Army Medical Center, Halliburton CEO Dave Lesar last year moved from Texas to Dubai.
The Globe last March reported on how KBR has avoided paying perhaps half a billion dollars in Social Security and Medicare taxes since the start of the invasion by hiring employees through shell companies in the Cayman Islands.Now comes Big Oil itself, which is already basking in record profits. Its interest in Iraq, which has the world's third-largest oil reserves according to the federal government, is utterly transparent.
A decade ago, then-Chevron CEO Kenneth Derr said "I'd love Chevron to have access to" the Iraqi oil reserves. A Los Angeles Times news account just before the invasion said, "Maybe it's a coincidence, but American and British oil companies would be long-term beneficiaries of a successful military offensive . . . Industry officials say Hussein's ouster would help level the playing field . . . a bonanza for the US-dominated oil-services industry."Who will stop the bonanza or at least ensure that it is not an utter windfall for CEOs as US soldiers risk their lives keeping the peace and as Iraqis continue to struggle out of the rubble of the invasion? Oil Royalties
"As oil and gas companies continue to make enormous profits in a time of record-high gas prices, watchdog groups are accusing these companies of shortchanging American taxpayers out of billions of dollars in royalties for drilling rights on public property. Members of Congress are also being blamed for making sweetheart deals with Big Oil engineered to avoid the payment of royalties.
"These oil companies along with some members of Congress have really engineered one of the greatest train robberies of all time," says California Congressman George Miller. You might not realize it, but American taxpayers own some very valuable property, some of it located in the deep waters of the Gulf of Mexico. If oil and gas companies want to drill on this territory they are required to lease it out from the U.S. government, which collects royalties from them on the taxpayers' behalf.
Big Money
It's no paltry sum. Royalties from oil and gas exploration are the government's second largest source of revenue, behind income tax. "I think the American taxpayers are losing billions of dollars," Kevin Gambrell, former director of the Federal Indian Minerals Office in Farmington, New Mexico, told NOW. Gambrell worked for seven years collecting royalties from petroleum companies working on federal and Native American lands in the Four Corners region.
"I think oil and gas companies were always trying to figure out how not to pay royalties or to pay as little as possible," Gambrell said. He said he caught many oil and gas companies lying and cheating to avoid paying the full royalties owed. He adds that when he tried to go after a company for the royalties they owed, he received phone calls from Congressional offices leaning on him to side with industry.
The Royalty Treatment
Back in 1995, Congress passed the Deep Water Royalty Relief Act that reduced the amount of royalties oil and gas companies had to pay. At the time, when gas prices were fairly low, the move was seen by many as an incentive to get petroleum companies to drill for oil and natural gas and keep energy production inside the United States.
Since then, a number of other royalty relief measures have been passed, such as the one included in the most recent energy bill, signed last summer, which increased the amount of oil that can be drilled without paying royalties. Royalty relief under the 1995 act could cost taxpayers up to $80 billion over the next twenty-five years, depending upon the outcome of an industry lawsuit, according to a recent draft report by the Government Accountability Office.
This includes a mistake by the government when drawing up some of the royalty agreements, which could cost $10 billion. Who's following the money, and who's keeping it? Get ready for a crude awakening."
