The Roto Verter (RV) is originally the intellectual property of Hector D Perez Torres and has been publicly released open source.The following RV method plus any additional open source circuits mentioned in the compilations on this page all fall under a statutory public copyright (Other Rights Apply). The RV is a scientific discovery and is covered by the publication statutory copyrights for 75 years.
The Roto conversion effect is credited to its improvers and those who have done independent replications. The engineers mentioned in the compilations on this page have worked on the RV with the intent to keep the disclosures open source. This presentation is intended to support Panacea-BOCAF's open source RV communities. Hector is an open source engineer and is currently working together with Panacea-BOCAF's open source enigneers research and development team.

The Over unity forum has 7000 registered open sourced engineers , all of which can work on replicaiton and development of this technology in a granted research and development center.
The RV is an alternative energy device which is currently being utilized by open sourced engineers around the world in energy saving applications, and to transform and understand ZPE when configured in looped mode.
The RV principle is a far superior energy saving device and can save significant energy in standard electric motor applications.

The following information involving the RV will be divided into two separate sections which will further explain and demonstrating the RV in the role of ZPE research and in an energy savings application role.
Background
Hector explains that for ZPE and looping, the understanding involved in the RV's energy saving power management is vital to further demonstrate over-unity (explanation below).
The RV proves that currently 1HP electric motors waste energy by their inefficient configuration, and that engineering ZPE transformation is thus out of reach. The RV is an R & D tool designed to work with those issues in power management and to find solutions and applications for ZPE engineering design.
Technically the RV is explained by the Roto-conversion RV effect: A Way to operate a motor at HI impedances with a lower reflective power loss at idle mode. Working similar to a POWER transformer but on Electrical to mechanical conversion.

Pictured on the right hand side is the coupled RV's generator out put meter reading. On the left hand side is the RV's prime mover's input meter reading. In this RV prime mover and 3 phase alternator resonance demonstration the results show:

Potential COP = 18.7
From this picture one can see what is regarded as reactive power operating in the RV. The intent is to extract this reactive power into usable watts and create a condition that is non reflective to the source, or input side. Several versions of these configurations are on the R and D design board.
The processes involved in converting some of the captured Reactive Power back into a usable form of energy. The first method was developed by Eric Dollard, and involves using a complex LCR network to phase-shift the current and voltage back into alignment.
No one except Eric has accomplished this, and the method remains proprietary. The second method involves using the reactive power produced by the RV method as the first stage in a circuit that accomplishes Tesla's "Method of Conversion" for the production of Radiant Energy.
Any public grants given to Panacea-BOCAF will go towards R & D equipment in the proposed granted research and development centre. This will play a major role in enabling this technology to be developed further and owned by the public.
The RV is public knowledge from open sourced disclosure and cannot be patented or regulated. Thus once perfected and developed is public free energy. Through independent replication the RV has showed potential for various energy transformation principles towards over unity research and development. These Include, magnetic amplification, radiant energy and stochastic resonance (Zero Point Energy).
As you can conceive this shows premise for further investigation into running motors and generators in RV mode. One engineer’s interpretation is that the resonant LC and magnetic amplification is transforming ZPE. Other interpretations reason that the factors contributing to the input dropping when the load is being applyed is due to the electrical resonance creating an impedance of the AC line input.
The RV also shows proof in the potential to develop and understand zero point energy when used in the configuration of looped or self running mode. Below is a picture of the inventor Hector testing a looped RV using principles involving ZPE.

A theoretical RV looped schematic has been given by hector to the public open sourced for public knowledge and to thwart cartels from patenting and suppressing it.
Hector has disclosed this method publicly for all to perfect and replicate on the internet. Hector states RV Looped systems are possible and needs further lab testing. Technically Hector describes the concept is possible by simply using non reflective fractional resonant power extraction or ballun compensated direct tensor loading.
Hector has also offered laymen’s methods and solutions using his split capacitors diode resonant systems (plug) to split power dividers to extract non reflective excess power.
Additionally the open sourced engineers working with Panacea-BOCAF have upgraded circuits and design concepts which incorporate certain power switching circuits to HELP make this EXCESS Energy extractable and usable.
This looped sequence involves transformers (unseen in the testing picture above) which represents the down grading of voltage from the generators resonating circulating output current. The transformer primary , secondary , plus battery with one transistor and a few extra parts of Capacitors, Diode ridge ,resistors , mica caps , & more diodes (blocking) are described by Hector as needed to close the loop and extract the excess out put back to the battery.
Hetor also states that the closed loop can be being achieved from the Impedance matching (Amplitude) of the resonant generators output elements relative to the batteries input amperage. This can also be further understood by RF (radio frequency) engineering practice.
Hector parallels the configuration of the RV's OU resonance/reactive power to RF engineering practice where he is creating (current) nodes from standing waves present in the resonant media of the alternator. These standing waves then involve interface behavior of stochastic resonance from the thermal ambient back round noise (ZPE).
The issue of successful replication of the looped design is however complicated. So far to achieve this advanced level, Hector needs grants and to be also recruited into an R and D environment to offer this education, and to follow through with the RV's public disclosure.
Plus security is also needed from the political and economic conditions which Panacea can provide in the proposd granted research and development center.For those wishing to evaluate the schematic, the looped ZPE plans are available at this Site and or in the compilations provided above.
Hector's original concept has since has been improved with a dual battery switching system and with many other modifications. It is Advanced energy R and D, brand new and very difficult for the first timer to grasp and replicate.
This is why we need to recruit Hector and all the open sourced engineers working on the RV technology into the proposed granted research and development centre where we the public can provide grant support and SAFTY for this research.
Only through this open source technology disclosures can it reach the public and allow green energy technology to operate and stay UN suppressed, and further free our self’s from petroleum subjugation and pollution.
Hector is a very underrated and talented open sourced energy engineer who has contributed the disclosure of the RV for public education. The RV engineers have showed far advanced energy saving applications and the potential the RV has to operate in an over unity condition. Hector has also has developed far advanced Zero point energy user systems (Z.E.U.S).
Another device given open sourced by Hector for research and development of ZPE and over unity is the Trans-verter device (below) comprising capacitors and a three phase transformer. This device has been replicated independently by the RV engineers.

This is another device like the RV which has demonstrated potencial over unity efficiency and is needing further study to extract the power in a condition which is non reflective to the source. Here is a technical and instructional compilation.
Trans-Verter research and development
The Research and Development of the RV has been extended and perfected by open sourced engineers known to Panacea-BOCAF, many improvements and potential are shown in the technical compilations mentioned on this page.
To reach the capacity this research and development has, the RV and engineers known to Panacea- BOCAF need to make it into a resourced backed granted environment, where their disclosures can be secured into public knowledge and perfected.
The RV can also be applied into cogeneration roles with certain expired energy patents which the public can also benefit from. To date certain expired patents are able be fused with the RV. Many generators can be adopted to the RV prime mover and run in RV mode for high efficiency use as Norman Wootan proved in his replicated test. Further technical details of this are contained in the compilations mentioned on this page.
Hector plans to experiment with the Ekhlin brown patent as a generator attached to the RV. Another one of the expired patents which can be used in cogeneration with the RV technology is the expired lee Rogers’s air car patent. Further technical detail are contained in the compilations mentioned on this page.
The concept disclosed by Hector is to run Solar + RV + air compressor + lee Rogers patent. The expired patent can be built and tested with the RV and publicly disclosed and owned. To date an open sourced team member of panacea is working to perfect this RV-Rogers co-generation, but is under resourced and lacks the time needed and money to complete the project. In the centre this will be resolved.

The RV can act as a power source to drive the air compressor with the aid of solar cogeneration making an efficient and faster solar car. This design is needs proper granted resources to be built and tested. Also Hector has designed RV vortex co-generation energy technology based on Victor Schauberger's ideas which also require testing. Hector has also described a water injected diesel conversion concept but needs resources to perfect.
Hector and many other engineers experienced in this alternative energy field are ready and willing to contribute in the public granted research and development centre.
Another prolific engineer, researcher and builder who has gathered brother hood with Hector is Doug Cozen.
Doug has been involved in open sourced alternative/suppressed technology for a long time and has attracted an advanced perceptive communal community of researchers and engineers devoted to the same goals of freedom, and OPEN SOURCED free energy.
These various communities of open sourced engineers collaborate on the internet yahoo discussion group called EVGRAY. The referenced communities are the individuals who taught the founding members of Panacea-BOCAF all that we know and contributed to the advancement of the RV FREE and open sourced.
This group is moderated by Doug who has made a variety of energy recovery systems over the years and continues to advance at an alarming rate. For the past 5+ years, Doug has been experimenting with a low-voltage colliding-coil EDGRAY motor, but also with a permanent magnet version as a hybrid Gray/Adams motor.

Panacea's Replication of the RV
Thanks to the help of Panacea-BOCAF's new found, technically brilliant, altruistic friends from around the world. These warriors of truth, are members of Doug's free-energy Yahoo Group ‘EVGRAY’ on the internet.
Panacea-BOCAF 's replication of the RV is further proof of two principles, the first is related to the capacity the RV has in relation to energy saving R and D which is available to be applied into applications by the public right now. By Using a 50 hertz RV in a .8- 1.13 HP motor application is a superior energy saver device which can be applied right now to run more efficiently: a lathe, a milling machine, an industrial bench drill or any other variable load machine. The 60 hertz RV can save up to 90% energy in a 1-1.8HP application!.

The energy savings present in the roto- conversion is unique and is a pioneer of future solar shop cogeneration. The RV can currently enable the practical application of 1HP solar shop equipment where previously it would be financially impossible and impractical. The non RV equivalent is estimated to be up to need 10 times the solar panels to function.
All current industry machinery which employ variable loads by .8-1.13 HP electric motors can be run SIGNIFICANTLY more efficient in RV Mode and SAVE ENERGY, money and the environment!.
A normal 50 hertz one HP electric motor pictured below typically unloaded idles on 1.84 amps at 240 volts. When loaded uses 4.78 amps at 240 volts =1147 watts. This is at about an 80% + efficiency.

Below is Panacea-BOCAF's replication of 50 hertz .8-1.13 1 HP (horse power) RV modified motor. If used in an identical role the motor will draw only 60 Watts when idling! and when loaded at 1HP, is estimated to be about at a 94+% constant efficiency.

An AC induction motor that is RV power factor corrected AND operated from a variable frequency power supply will have much better performance, and DUE TO the variable frequency supply, the OPERATOR will be able to tune the motor to the load more precisely.
It is time the public mandate law to upgrade and enforce electric motor standards to match the RV's energy saving efficiency to do critically needy environmental benefit, and save the public energy and money!.
This data needs to upgrade efficiency standards in industry, the energy savings the RV proves is premise to mandate law to make electric motors more environmentally sound. Green politicians and the public need to enforce this and support Panacea's efforts to serve you for a sustainable future.

Note this power must be extracted via non conventioanlly understood RF (Radio frequency) protocol. This is what needs to be studied and understood through further testing in the R & D centre. Panacea-BOCAF 's evaluation tests are conclusive, it is further feasible that Hectors R & D is valid and is to be submitted into the research and development centre.
Update- A recent open source engineer has reported successful extraction results of the reactive power/resonance. This can potentially lead to the development of self sustaining power system!. This was done by using a custom neon switching circuit which makes use of the motors RUN capacitor.
